[Scan-DC] Talk group frequencies

You might be able to catch the FD coordinating with some emergency plows on
155.1000, but otherwise, its all trunked digital on their ASTRO system.

If anyone else is interested, TT TG 3376 is the National Guard liason TG for
the FD.
