[Scan-DC] Montgomery fire-rescue plows

Yeah, apparently, since the plows are exclusively on the new ASTRO system,
they're being raised on TG 3344 & 3376, but for some strange reason they're
audio is not being patched back to the VHF system and the normal fire units
are walking on them when the dispatcher is trying to raise them. It seems
that only the patched audio reaches the dispatcher's console and does not
repeat out over the current radio system.  Oh well, I guess they didn't
expect this, but what's odd is that I've heard other PD and Fire units
communicating on their ASTRO radios, but that audio does get repeated back
out over the low band repeaters.  Interesting.
