[Scan-DC] dc snow plows

I'm afraid the DC snow plows mostly use Nextel.  Rather ironic that the
trunked system is good enough for  fire/EMS, but not good enough for the
school buses and DPW.  The city's Nextel bill must be a fortune!

Try the old conventional channels, 37.1, 37.94, 37.98, 453.45 and 453.75.
Some trucks still have those radios and use them from time to time.
