At 10 minutes after midnight on Saturday February 08, 2003, a person
attempted to steal a Metrobus from the Arlington Bus Garage on North
Randolph St.  This particular Bus Garage is closed on the weekends. 
Metro Transit Police observed someone backing a bus up on the lot when no
one was suppose to be on the property at all.  Entry to lot was made by
MTPD, and the person was stopped before the bus could be taken off the
lot.  What makes this a little unusual is that the person trying to steal
the bus is 100% Russian.  The Russian Consulate as well as The United
States Secret Service was requested at the scene.  I do not know the
status at this time of the person taken into custody.  Even though our
terrorist alert has been raised, Metro Transit Police Officials have thus
far stated they do not believe that this is terrorist related.  I think
it could have been, but who knows.  You have to draw your own
conclusions.  About myself, I am a 22 yr Veteran at Metro in the Law
Enforcement Field.  This issued was discussed at a Watch Commanders Staff
Meeting this morning.  I do not believe that the press ever got wind of
this.  I failed to mentioned earlier that the Arlington Cnty Police also
assisted on this incident.  Just wanted to put this out here for what its
worth and keep everybody informed.  If I find out anymore, I will be sure
