[Scan-DC] truck explosion in Brunswick MD

  Ops on Tac 30 for this.  I put it out over BNN (how WTOP got it).
Apparently, a box truck carrying creosote.  One of the cans went up, peeled
the top of the truck back, with a big "poof".  Area evac'd.  MDE responding.
they just said they have a spill of some sort, but all meters are negative
ATT.  They have HAZMAT 50 from Ft Detrick and various others on scene.  Area
evac'd for now.
