[Scan-DC] single-engine aircraft

It was probably a traffic plane.  They ARE allowed into National's airspace, 
and they talk to DCA tower.  They generally fly at higher altitudes to avoid 
arriving and departing DCA traffic.  Listen for them on the tower's 
"helicopter" frequency:  120.750.
