I believe the reference to simulcasting in LC was only during the initial
cut-over to the new system.  I live in LC and all I can hear now is
Fire/Rescue dispatch on 46.38.  This is most likely due to the large number
of volunteer personnel that rely on Minitors or scanners for their
alerts/pages.  Not sure how long this will continue.

Bottom line, if you want to hear LC ops traffic, you need to shell out for
the new Uniden digitals.  Best price I've found so far is Communications
