[Scan-DC] 159.195 traffic reports

That's the repeater input to 150.995.  The Montgomery County Transportation
Management Center operates on that repeater.  You heard MC-10 (a small
plane) reporting traffic conditions to the TMC.  MC-10 also has a camera
that can feed live video to the TMC.
