[Scan-DC] Question about programming a Pro-94

I bought my wife's father a Pro-94(A) for xmas. I am tryin to program it for
him and ran into a glitch. I can program the freqs just fine but am having a
problem programming the Talkgroup IDs, clarifaication follows.

I live in St. Mary's County (where I am am trying to program at) and want to
program his scanner for Calvert and Anne Arundel counties. The scanner takes
Calverts talkgroups just fine but will not take Anne Arundels. I noticed in
the owners manual you have to let the scnner begin trunking before you
proceed to program the User IDs. If I am understanding this correctly, I
have to be able to hit the "control channel" to let the scanner begin
trunking. I am thinking that I can not program the USER ID's until the
scanner is trunking and I won't be able to get it to trunk without being
able to receive the control channel.

My question is, is my understanding above correct? I assume if it is I will
have to take me a little drive just to be able to program this rig.
