[Scan-DC] MD Dept of Budget & Management

Looking through a frequency database the other day I noticed a large number
of frequencies listed to the Dept. of Budget  & Mgmnt,  Wireless Engineering
Section  in the 153-158 MHz area.
Anyone know what these might be for ?

Also the freq. 160.08 licensed to MD Aviation Admin (BWI) ?
