Any standard that requires payment of royalties and *permission* of
a third party is not an "open standard" and shouldn't be called one.

APCO-25 is a closed proprietary standard where a private company
gets to decide who implements it and for how much.  That you
can buy the obsfucated specification document and not
use it does not change that. I wouldn't be surprised if /\/\
owns a peice of that private company. It would all make more sense
that way.
