The algorithm/hardware - "IMBE vocoder" - that converts the audio to
digital IS proprietary, made by Digital Voice Systems. Unless you get a
license to decode it, you would be infringing on them. I looked at doing
this a few years back, and because of that, it is not an easy task. Hence
the high price of the APCO card for the Uniden scanners.

I could comment on the stupidity of making a standard based on proprietary
architecture, especially for governmental use, but I've done so before to
no avail. Take a look at the new digital EBS - the company is now
attempting to gouge the radio station required to use it. . .
