[Scan-DC] VDOT snow operations

 I have found that VDOT Fredericksburg Residency is using 47.400 that is
a change from any of the reference material I have.   I did not monitor
any call signs but a unit called "EdgeHill HQ" 
I have that listed in the book as being part of the Fredericksburg
Residency.   Does anyone know what county that is in?  I don't recognize
it.  I was thinking that I might be the Chancellor area of Spotsylvania.
