[Scan-DC] Snowplow file

  Some of you that have been around a while know that I built a small text
file that listed where snowplows and county road crews could be heard in
Maryland.  I have finally updated this file (we haven't had any real sxxx
around here in almost 2 years!) and it's now available.

  If you are a member of the MD_Scan group at Yahoo, there's a link in the
conventional freqs section of the CHM Maryland page.  It's Notepad
compatible, so there should be no real problems reading it.  If not, please
send me an email and I'll send you a copy.

  Along with numerous Eastern Shore changes (and removals, since some sites
are digital- and we can't monitor them- yet), I included some data that was
on trunkedradio.net about Howard County's talkgroups for the road crews.
Of course, it's not cast in concrete, and any changes are most welcome.
