patrol w/15-minute comms checks.

2. USCGC James Rankin (WLM-555, Baltimore)- w/Pennington Ave Drawbridge on 
chnl 13 (156.65)--is RTB Coast Guard Station Curtis Bay and needs bridge 
opened up.
