[Scan-DC] New user for 460.600?

While visiting Northern Virginia on Friday, I heard what sounded like some sort of building maintenance personnel on 460.600 (Old Ffx Cnty FD Channel 2). Has anyone else heard this? It sounded like they were on a repeater and the traffic was crystal clear. I was near I-495 and Van Dorn St when I received it. Any ideas?
