[Scan-DC] Fairfax County Fire 4C

I have been monitoring that to however the radio traffic is independent of 
4C on the digital trunked system. Since I have the tone set on my T-3, I 
have to assume it is someone using Fairfax  County FD radio's but the 
traffic is definetly not patched to the trunked system so I am unsure what 
the purpose of the radio traffic is.
