[Scan-DC] Howard County Digital

Some observations on the Howard County Digital system...

- The quality is quite poor in some areas. As I move locations, I can 
hardly make out the conversation. So I have been checking the corresponding 
VHF freq, and find it is still good quality.

- the Talkgroup 46128(Digital) has a very high volume of traffic. Anybody 
figure who this is yet?
