[Scan-DC] Constitution Gardens

I could be sooo wrong on this one, but I think its that small pool that's
just below the US Capital Bldg. The side which faces the Mall. There is a
botanical gardens very close to that.  I'm trying to imagine how a car would
purposefully or even accidentally drive into that thing, so maybe I'm wrong.
