I was at Dover a few weeks ago and I had my 25 dollar Uniden racing headset
and it worked fine.  The trick with those are that they have an additional
volume control on the headset.  So you crank up the portable and then crank
up the headset a little more no problem, otherwise I don't think you will
hear much.  But then again, I guess it depends on your scanner's volume
output too.

Available military surplus? Sunny's Surplus hasn't been a surplus store
in years. There's store next to the Tyson's Corner RS; not the RS in the
shopping mall, but the RS in the shopping center with the Staples.
There's also a surplus store at the foot of King Street in Alexandria.
Can't recall the name, but it advertises every week in the _City Paper_.

Don't know if either has headphones.
