[Scan-DC] DEA Op near Wash Beltway, 24 Oct 02

In the 1300 hour (EDT) on 418.675 a DEA aircraft (using callsign Flint) and 
ground units (3510 & 3506) were involved in a surveillance/tracking operation 
against a suspect vehicle, a minivan, in the Wash suburbs. 

I caught the operation already in progress just off the DC Beltway, near the 
Mormon Temple, and could only hear the Flint unit. The ground unit apparently 
vectored the Flint aircraft to the target's location upon which time Flint 
then took over surveillance as the target vehicle proceeded through the local 
neighborhood. 

The target was tracked up Piney Branch to the vicinity of a shopping center 
just off University Blvd, near New Hampshire Ave. Once the target vehicle 
stooped, the Flint aircraft advised the ground unit that they were going to 
loosen up their coverage and go higher so that the suspect wouldn't see them 
loitering in the area.

After about 15 mins the Flint observer unit (id as 3501) reported that they 
had lost the target vehicle. They decided to fly over to the target's place 
of business to see if by chance he was over there. The Flint observer advised 
units 3510 & 3506 they the suspect had not yet arrived at the location, a car 
dealership on the corner of Olivette & Bladensburg Rd but that they would 
hover for awhile to see if he showed up. The helo circled over the area for 
about 10 mins and didn't not spot the van anywhere in the vicinity of the 
dealership.

At that point Flint 340 was vectored to a location about 5 miles away and the 
observer (3501) told the ground units to call them back to the area if they 
needed them.

While working with the Wash area helo control (120.75) the Flint pilot id'd 
himself as Flint 340, a helicopter. He requested clearance to enter the Class 
B airspace and proceed down to an area near Florida Ave, in Bladensburg.
