Hello,

Just talked to my friend who is MTP officer, he says it's when they are monitoring or doing surveillance for terrorist type activity on the metro system. It's similar to a 10-70 on MCPD. When they have unmarked units that are monitoring activity of certain indivduals and they want other uniformed officers to steer clear of that area while they monitor that activity so as not to spook them.
