[Scan-DC] MFN frequencies & PL tones

Without knowing the PL tones or DPL codes, you might be
hearing another co-channel user who is not MFN, so it
helps to have all that info for sure.
Someone else asked what the PL tones were, but I saw
no response, so I'll ask again for him.
