[Scan-DC] How quick are snipper calls being dispatched.

I've seen instantaneous dispatching and some delays of a few minutes.  I
think with many of the critical calls, it takes some time to get the
proper information as to the type of call, especially if they are
hysterical.  With CAD in the jurisdiction I monitor, the call is sent via
computer to the dispatcher from the call taker, as soon as address and
type of call are entered.
	I have made some calls to 911, and never heard a dispatch, but
that occurred because the officers were dispatched via phone from a
meeting at the squad room.  Still, some delays occur and are unavoidable.
