You don't need a digital scanner for the talkgroup.
Just monitor on a trunk tracker in search mode or whatever
mode displays the active talkgroups. Simultaneously monitor
46.38 and if you consistently see a correlation between
what you hear and what you see, then you have found their
dispatch talkgroup. You just won't be able to hear what they say.
It's fun to hear how the digital bursts are slightly
delayed from the analog simulcast once you find it.
This assumes that they are running the older 3600-baud
control channel data and not the faster stuff.
FYI, Keith might be interested in Leesburg airport's frequency,
which I do not have.
