Interesting. FBI HRT and Balt Co SWAT use the "sierra designation" - I'm not 
sure what MSP STATE uses for their snipers on air.

I did check the FCC database and the freq is licensed to a security company 
out of Baltimore - not listed to any governmental agencies.
