[Scan-DC] MSP STATE?

Mike,

"STATE" is the MSP "Special Tactics and Training" team - and they are based 
out of Waterloo barracks. They have traditionally used MSP High Band F3 
(155.19- also brk to brk freq... I do not know if the PL is 173.8, as is used 
for the brk-brk comms) for on-scene operations -but a recent posting on 
another website suggests that 39.40 with a PL tone different than the one for 
Frederick Barrack is now used, as well. It is not uncommon for them to utilize 
the other 2 freqs of the portable that MSP troopers carry, as well (H1 155.73 
w/out PL tone and H2 155.475 w/out PL tone).
