Which unfortunately matches just about every small box truck in the
area.

Fairfax County and VA State are fielding numerous (almost constant)
reports
of this vehicle.  They are stopping any that they catch up with, 
and so far have let everyone go (usually very quickly).  How do they
know if it's the right one or not?
