[Scan-DC] video downllink for eagle (uspp) helo

Most likely in the 2.5Ghz range as that is where law enforcement is
licensable for video. 1.8 GHz is another band but I think that may be
Fed only. But it can be AM or FM modulation.

I am still looking for specifics for Mont Co's MC10 airplanes video
downlink if anyone has those also.
