   That is most likely true.  The FCC has the equipment to do it.
But, I'd wager that MPD was aware of the jamming, and that operation
was a part of the plan.

   The FCC has mobile units, trucks, that contain receivers as well as
transmitters that can be set to operate on any frequency, and at
quite high power levels.
