   I think that Blair is correct, possibly.  While it could be that
the DC police were the culprits 'jamming' the FRS channels,
illegally as Blair pointed out, it is also just as likely, perhaps
even more so, the the FCC did the jamming.  I speak about this from
a direct and quite personal perspective in that the FCC did exactly
that to me, and to others, though not on FRS frequencies, in the
midst of the worst civic disaster in the history of the District of
Columbia, that being the conflagration that followed the
assassination of Dr. Martin Luther King.  Believe me, the feds will
do just about whatever it takes to achieve their ends.
