[Scan-DC] DC Police online

I used to have DC SOD online, but took it off a) due to a lack of 
bandwidth and b) due to a request from law enforcement.  During 9-11, 
we had something like 600 people listening and a lot of them had 
never heard a scanner before (i.e. didn't know that much of it was 
"rumor" and not fact).  People were freaking out and the FBI called 
out ISP and asked if we could shut it down (our phones were out re: 
9-11).

I just moved houses this week and if I can get DC SOD out here in my 
new place, I'll see if I can put it on with the DCFD feed that I put
