[Scan-DC] VR-53 Ops Freq

All,

Today I isolated the Base Ops freq for VR-53 at Andrews. 

Caught AX-996 & AX-998, both C-130Ts from VR-53, working on 328.4 w/ Base as 
they were working in the Andrews pattern.
