[Scan-DC] MCPD Channel 7

Actually - ch 7 is a repeated channel but often times officers will use it on talk around so multiple ops can go on at the same time. Also - the new 800mhz system is active in limited operation to groups like the fire marshals and SOD - the special operations division and they are simulcasting these channels over the ops channel 7 at times. So - if they were using one of the encypted channels and they simulcast over the current channel 7 you might hear static. However - more than likely the case was that they were on talk around and just close enough that you could hear bits and pieces but not close enough to hear the entire conversation so it may have appeared that it was in cover some how. 

I would however keep that channel in your lineup because they will swotch normal ops to 7 when a large incident is on ch 5 or ch 1 - or when the SAT - special assingnment team is doing surveillance.
