This evening (2000 EDT) caught AACO PD helo County Air 20 working w/CG 
Baltimore on 157.05 (chnl 81) and 157.15 (chnl 23A). County Air 20 was 
reporting a 50-60 ft vessel aground about 1/2 mile east of  the Hanover St 
Bridge, laying on its side and leaking fuel.

Air 20 reported that there were no persons visible near the vessel. According 
to the chatter it appeared that Activities Baltimore was unaware of the 
vessel and was not even sure who County Air 20 was--even though Air 20 id'd 
himself as a helo several times. Activities Baltimore was trying to work him 
as though he was a vessel.  Activities Baltimore kept trying to get the helo 
to give him the numbers on the nearest navigational aids. County Air 20 
finally had to give the vessel's location based on his GPS coordinates. 

Activities Baltimore still had trouble understanding who Air 20 was and what 
he was doing in the area. Air 20 just happened to be passing by and just 
wanted to let the CG know about the fairly severe fuel spill. Air 20 finally 
despaired and gave Activities Baltimore the telephone number the AACO PD 
dispatch switchboard so they could establish comms that way.

CG Baltimore was totally befuddled during this whole operation. It doesn't 
bode well for successful cooperation during a real emergency.
