IIRC, Wisconsin had a requirement for having equipment installed
in the car, but I think it has been eliminated.  I haven't kept
up with the requirement.

Ham radio call plates were available decades before vanity plates
became common.  I can only guess that some states felt a need
for the equipment as a way to justify providing the special plates.
And back then, radios weren't hand held.

A peculiarity of the Wisconsin call plate program is that you
could get the call letter plates for all the vehicles you owned.
That is, you could have the license plates with the same call on 
several vehicles.
