  It does sound an awful lot like Carroll Counties coverage plan.  Working
in Brunswick, I can tell you that our southern repeater absolutely sucks.
(Excuse the language).  In certain sections of the town, I have to switch to
the Brunswick repeater.  In others, I have to use the southern repeater.  In
other areas, I have to use the "main" repeater.  Some of those areas, if I
want to listen, I have to switch, but then I can't transmit with my
emergency button, or my regular talk button, and have to switch back.  I
guess Brunswick is one of those "5 percent" area's.

  Oddly enough, I can pick up Carroll County's trunk system and all ID's
fine just North of Frederick.  However, when I was working at Fort Detrick,
I couldn't get a thing from that system except static.  Detrick is 8 miles
south of my house.
