[Scan-DC] NIH Listening Post

I just went there and because it's late I didn't poke around.
But it seems to be a two-way remote base, not just
a remote receiver.

How in the world do they arbitrate who gets to use it
exclusively and for what period? That could get to be
KAOS real quick-like!
