This is the MD Mass Transit Admin trunked system used primarily by buses and
maintenance. They also operate on non-trunked freqs on 494 MHz as well as
the railroad freqs (heavy rail (subway)/lightrail).

It was the only hit I got when I searched the FCC General Menu of the
ULS for "YW" (Public Safety Trunked) and "State of".
