[Scan-DC] Montgomery County Fire CH 1 153.95

In this case when they switch to channel 1, it's 100% simplex. so you can
hear the output from the dispatcher (in simplex mode) and if you're close
enough to the scene you'll also be able to hear the on-scene units..

When and if they switch to channel 7, 153.95 is turned into repeater mode
for river rescues/metro repeater
