[Scan-DC] July 4th new freq?

While on the mall, very close to the Capitol, I heard activity on 165.3125.  
This was a new one for me.  They made arrangements for "The Admiral" to sit 
on the front row of the concerts on the West lawn of the Capitol.  The 
Lockheed people he was with had to sit near the back.  For hours (while the 
admiral was elsewhere) they chatted about peoples clothes, looks, and the 
awesome rims on their vehicles.  They were operating from multiple 
cars/locations in a small area.  Occasionally they would make protective 
detail jokes about terrorists.  When "The Admiral" came to their location, it 
was all business.  They discussed exit points and what was behind the stage.  

Any solid leads on who this was?
