Cloverleaf Mall Security just outside the Richmond, Virginia City Limits is
on 463.775/468.775 d546
In the  parking lot are a dozen or so emergency call boxes, this afternoon
one of the call boxes was activated and sending a voice message on 463.775
d132 , same frequency as security, only with a different digital tone.  I
watched the blue lights above the box  flash for about thirty minutes,
security never responded to the box or mentioned it. This was the message
being broadcast,
" Assistance needed, Penney's front lot, Call box 103".

Other shopping malls that have call boxes could also use the security
frequency.
