  Hmm, this freq is normally used by JFK Highway barracks on 39.24.
151.04 is usually shared with the State Highway Admin and 
can easily be heard in the Cecil and Harford county areas.  It'd
be something of a stretch to think they are using that freq 
around here, but it's possible...73s  Mike
