Tom,
What you saw was a fairly common sight out of BWI. If they were white-ish in
color they were a BAC-111 and a T-39 Sabreliner. They belong to
Northrup-Grumman and they are specially configured for testing of avionics
and systems for future fighter aircraft (F-22 & Joint Strike Fighter). The
T-39 acts as the "fighter" and the BAC-111 carries the electronic suite.
They normally take off in (at least what seems to me on the ground) very
close formation and head out to the east to the Patuxent River restricted
areas.
