[Scan-DC] escapee

VSP and Loudoun County Sheriff conducted a manhunt this pm for an escaped
prisoner in western Loudoun County (? - cause I never got a good location
other than roadblocks being setup in western loudoun county).

Since Loudoun has gone digital trunked got very little from them.  But VSP
was active.

Also, the best info came from the Loudoun County School buses as they
dropped kids off in the area (that makes me think if it was safe??)

Anyway, bus driver reported suspect in handcuffs, and shortly there after
police traffic dropped off...
