[Scan-DC] FRS and MPD

I overlook the DC skyline there's only the potomac river between me and the 
capitol building.

And in reference to MPD not following FCC guidelines....I wouldn't imagine 
the FCC would prosecute MPD for doing that.  It seems unrealistic to me that 
SOMEONE could have simulcasted ONE channel of MPD radio channel on ALL and I 
mean each and every one of the FRS allocated frequencies.
