[Scan-DC] Rally and IMF/WB

Events planned for the next couple weeks seem to promise much interesting
scanner listening for our area.

We had prepared an IMF/World Bank special issue of the CHM newsletter last
fall, but it was not mailed because the bank canceled the event.  However,
the protesters indicate they plan to return for similar events this month
(weekend of April 20-21), and the frequencies will probably be helpful for
tomorrow's rally in support of Israel.
