[Scan-DC] Special Venus callsign

This afternoon caught Venus 7 (unidentified type, 99th AS Andrews) using the 
Scoot callsign prefix.  

This is the first time I've heard this callsign prefix used in this area. 
According to my research the term "Scoot" is usually used in filing SAM 
aircraft flight plans.  However, when used in conjunction with their callsign 
it's usually indicative of the aircraft needing special handling upon 
arrival.
