GMRS operators (I think they can transmit up to 5 watts simplex on
those frequencies). If the filters on your FRS radio are wide
enough, you may also be able to pick up adjacent GMRS repeater output
channels (they are only 12.5 kHz away from the interstitial simplex
channels). In other words, it's possible that a lot of that traffic
may actually have been GMRS traffic rather than FRS traffic. Same
frequencies, different services and applications.
