It stands for "Air-to-Air Refueling" and is the 
discrete frequency used by the tanker boom operator to 
communicate with receiver aircraft during air 
refueling operations.  In large scale operations a 
controlling agency such as AWACS is often involved to 
coordinate the whole thing. AAR freqs exist so not to 
clutter the primary , or CAP frequencies.  In large 
scale operations, there may be a separate "boom freq" 
in addition to the AAR freq. Aircraft talk with a 
controlling agency on AAR and then are sent to the 
boom freq during the few minutes they are on boom or 
are flying in the pre/post contact positions, or on 
the tankers wingtips.
